Updates to Filming in the Historic District


"The Underground Railroad"

Area(s) of Activity:  Savannah City Hall and adjacent locations

Dates of Activity:  Saturday, August 24 – Monday, August 26

Big Indie Underground, Inc. has obtained a permit from the City of Savannah to film “The Underground Railroad” (a 19th-century period piece) on Sunday, August 25 inside City Hall (2 East Bay St.) and at the intersection of Bay Street & Bull Street (between Johnson Square and City Hall).  Filming will take place from approximately 6am until 8pm.  

Following are details of the production activity that is scheduled for this weekend, that were recently received from the location management team based on the permit they received from the city to film in Savannah this month: 

  • filming work will involve a temporary FULL ROAD CLOSURE of Bay Street, between Whitaker and Drayton, on SUNDAY, AUGUST 25 between the early morning hour of 4am and approximately 12pm, with Bay Street to be cleared and re-opened to usual traffic by 2pm on the same day
  • company will be adding a thin layer of dirt to Bull Street (between Johnson Square and Bay Street) and on Bay Street itself (between the entrance to the Hyatt Regency and the US Customs Building)
    • FULL ROAD CLOSURE of BULL STREET (From Bryan St to Bay St) beginning at 2pm on Saturday, August 24 and ending at 10am on Monday, August 26.
    • FULL ROAD CLOSURE of BAY STREET (From Whittaker to Drayton) beginning at 4am on Sunday, August 25 and ending at 2pm the same day.

(NOTE:  The set construction professionals are doing this in a safe manner, using filter covers for the storm drains to ensure that no dirt or runoff escapes into the drainage system.  Dirt will NOT be added to the sidewalks, which will remain open to foot traffic. Pedestrians will be able to traverse these intersections on the sidewalks as usual and will be able to go to and from the various businesses, restaurants, hotels, shops, and parking areas as usual.)

  • Savannah PD will be on-site at all times in the areas in which we have any road closures to maintain safety and security. 
  • They have been working very closely and diligently with the city traffic engineering department, and there will be message boards and detour route signage to guide traffic around the Bay Street closure between 4am and 2pm on Sunday, August 25.
  • On Sunday August 25, around lunchtime, when outdoor filming has concluded on Bull Street in front of City Hall, the production crew will move inside City Hall to finish out the rest of the filming day in the INTERIOR of the building, until wrapping at approximately 8pm. (or earlier)
  • On Sunday August 25, from 6am to approximately 12pm, the film crew will be working on Bull Street between Johnson Square and City Hall.
      • during Sunday morning filming on Bull Street, Savannah PD will be assisting the production by temporarily pausing vehicle traffic for no more than 3 minutes at a time around Johnson Square, on Bryan Street, and on Congress Street (between Whitaker and Drayton)
  • by early afternoon, once the production crew has moved inside of City Hall, no more traffic interruptions will take place around Johnson Square, Bryan Street, Congress Street, or Bay Street
  • during the course of their work, the LARGE equipment semi-trucks will always be parked off-site, outside of the downtown / historic district for the entire time
  • during production, a few SMALLER equipment trucks will be staged in the metered parking spaces of Upper Factors Walk (in the lane across from the Hyatt Regency valet area) as well as on the BULL STREET RAMP / RIVER ACCESS RAMP (where the City Hall staff normally park) and in some of the metered parking spaces in the Upper Factors Walk / Abercorn Ramp circle area (WEST of the River Street Inn)
  • they are providing custom-made detour route maps to each hotel on Bay Street, River Street, and the various side streets between President, Broad, and MLK whose checkout guests may be interrupted by the Bay Street closure on Sunday morning. 
    • the map, with the notifications, will be similar in style to the ones issued by the City of Savannah during the Saint Patrick's Day parade closures and include specific, easy-to-read instructions for hotel guests checking out during that time.
